Kitchener Downtown Revitalization Policy Paper (Draft)

A Safe, Vibrant, Prosperous Downtown for Everyone

 

1. Executive Summary

Downtown Kitchener is at a crossroads. It has strong assets like LRT access, historic buildings, tech offices, arts venues but faces serious challenges: safety concerns, storefront vacancies, homelessness, and declining foot traffic. This policy paper outlines a municipal‑level plan to restore downtown as a safe, thriving economic and cultural hub.


2. The Problem: A Downtown Losing Momentum

2.1 Safety & Public Disorder

Residents and businesses consistently raise concerns about:

  • Open drug use

  • Mental‑health crises

  • Aggressive behavior

  • Property damage

These issues reduce foot traffic and discourage investment.

2.2 Storefront Vacancies & Business Turnover

Many small businesses struggle with:

  • High rents

  • Low foot traffic

  • Slow permitting

  • Safety concerns

Vacancies create a negative feedback loop.

2.3 Homelessness & Encampments

The downtown core has become a focal point for:

  • Chronic homelessness

  • Addiction

  • Lack of supportive housing

This is a regional issue, but the city plays a key role.

2.4 Underused Public Spaces

Spaces like Goudies Lane, Duke Street, and parts of King Street lack:

  • Lighting

  • Programming

  • Cleanliness

  • Activation

A downtown must feel alive to be safe.


3. Vision: A Downtown That Works for Everyone

A revitalized downtown is:

  • Safe for families, workers, and businesses

  • Vibrant with arts, culture, food, and events

  • Inclusive with support for vulnerable residents

  • Economically strong with full storefronts and job opportunities


4. Policy Pillars & Solutions

Pillar 1 — Downtown Safety & Well‑Being Strategy

Goal: Make downtown feel safe, predictable, and welcoming.

Actions

  • Expand the Integrated Crisis Response Team (mental‑health workers + paramedics).

  • Increase Community Safety Officers and foot patrols in key zones.

  • Install better lighting, cameras, and rapid‑response cleaning teams.

  • Create a Downtown Safety Hub where residents and businesses can report issues and access support.

Expected Impact

  • Reduced disorder

  • Faster response times

  • Improved public confidence

Pillar 2 — Downtown Business Recovery Zone

Goal: Bring back foot traffic and support small businesses.

Actions

  • Offer property tax relief for landlords who lease to local small businesses.

  • Provide grants for storefront improvements (signage, patios, accessibility).

  • Launch a Permit Fast‑Track Program for restaurants, cafés, and retail.

  • Reduce patio fees and allow year‑round outdoor dining.

  • More reasons to visit downtown

Pillar 3 — Supportive Housing & Homelessness Response

Goal: Address root causes of homelessness and reduce street‑level issues.

  • Partner with Region of Waterloo to build a 24/7 supportive housing facility downtown or nearby.

  • Expand shelter capacity with wraparound services (mental health, addiction, employment).

  • Create a Coordinated Outreach Team to connect people with services daily.

  • Convert underused city buildings into transitional housing where feasible.

  • Reduced strain on downtown businesses

  • Better outcomes for vulnerable residents

Pillar 4 — Public Space Activation & Beautification

Goal: Make downtown lively, clean, and enjoyable.

Actions

  • Launch a “Clean & Green Downtown” program with daily cleaning and landscaping.

  • Activate public spaces with:

    • Night markets

    • Food truck zones

    • Live music

    • Cultural festivals

    • Outdoor art installations

  • Expand pedestrian‑friendly zones on weekends.

  • Improve lighting, benches, and greenery along King Street.

  • A safer, more welcoming environment

Pillar 5 — Arts, Culture & Nightlife Strategy

Goal: Make downtown a regional destination.

Actions

  • Create a Downtown Arts Fund for local artists, galleries, and events.

  • Support live‑music venues with grants and reduced fees.

  • Partner with THEMUSEUM, Centre in the Square, and local creators for year‑round programming.

  • Encourage late‑night food and entertainment options.

  • Increased tourism

  • More evening activity (which improves safety)

Pillar 6 — Housing & Mixed‑Use Development Downtown

Goal: Bring more residents downtown to support businesses.

Actions

  • Incentivize mixed‑use buildings with ground‑floor retail and upper‑floor housing.

  • Require active storefronts in new developments.

  • Convert vacant offices into residential units where feasible.

  • Encourage mid‑rise (6–12 storey) developments that fit the urban fabric.

Expected Impact

  • More customers for local businesses

  • A more vibrant street life
